The photo of these refills shows the ink chamber full...however, mine are very consistently, 2/3 full. I think they are not full on purpose. This is my all- time favorite pen for over ten years. Maybe someone could answer this review? I keep buying refills, regardless!

I have been purchasing these refills (both blue/black and black) for quite a few years, because I would rather not throw away a perfectly good pen. Unfortunately, this is the third time I have ordered these and the refills are not even CLOSE to being full. The black refills are half full and the blue/black are a quarter full.
I'm not sure if I will be purchasing these anymore
